I fear that the new Archbishop of Wales is so divisive that she cannot serve as any kind of focus for unity, and her capacity for promoting anything like the Apostolic faith is so questionable as to jeapordise her authority completely. She can only foment further fragmentation and indiscipline, which makes her the very opposite of a bishop by your quite proper definition.
