I fear that the new Archbishop of Wales is so divisive that she cannot serve as any kind of focus for unity, and her capacity for promoting anything like the Apostolic faith is so questionable as to jeapordise her authority completely. She can only foment further fragmentation and indiscipline, which makes her the very opposite of a bishop by your quite proper definition.
I would respectfully disagree. Perhaps we should giver her a chance. Wait and see what shakes out! Ladies have a habit of surprising us with excellence. Bishop Budde has shown me not to try to put people in predetermined molds of character or capability. Courage sometimes comes in small packages!!
